Rules of Thumb
- An ACTIVE facility should have an accountable position, one APPROVED design basis, and an ACTIVE TARP plan and emergency plan.
- Only one threshold set per code should be ACTIVE for a facility at an effective date; a breach opens a TARP activation against the specific rule and the reading/event that triggered it.
- A TARP activation is not auto-deactivated by a later normal reading, and LEVEL_3 / EMERGENCY de-escalation needs authorised technical approval.
- A CRITICAL or CATASTROPHIC defect needs an immediate operational restriction or a documented emergency decision.
- A COMPLETE work order does not close its corrective action or defect — closure requires recorded verification.
- Overdue inspections, calibrations, reviews and actions stay visible on the operational dashboard.
- Water-balance variance beyond tolerance needs investigation and approval before the period is approved.
- A closure criterion reaches CRITERIA_MET only with a current monitoring result and evidence.
